IT Project Management

The presence of qualified and experienced project planning and management personnel are one of the most important determinants of an IT project’s success . Without the appropriate planning, management and reporting activities, your critical IT project is destined for failure. HTI offers a variety of project management (PM) and project management office (PMO) services to help ensure a successful IT project experience. We optimize our expertise through a team approach that effectively borrows from the diverse skills of all involved.

HTI employs the Project Management Institutes’ (PMI) Project Management Body of Knowledge (PMBOK) for planning, executing, and monitoring progress on projects. As part of project planning, HTI develops a comprehensive Project Management Plan (PMP) in conjunction with the customer; this PMP includes any and all subordinate plans for communications management, quality assurance, risk management, configuration management, etc. Our IT project managers are highly seasoned professionals who have received their Project Management Professional (PMP) certifications from the Project Management Institute. They possess both an in-depth knowledge of project management principles and wide-ranging IT project management experiences that enable our clients to successfully complete their projects on time and within budget.

Critical elements of a project’s success are the formal identification of risks and the evaluation of their impact on both the customer environment and achievement of project goals. As part of its project risk identification and mitigation development activities, HTI deploys a Quality Risk Management (QRM) quality initiative to ensure that all systems development and delivery projects adhere to well-defined policies and procedures and avoid delays.

GSA MAS Services

HTI has been applying custom software development life cycle and systems integration expertise to address the federal government’s IT challenges since 1994. HTI is a registered on the General Services Administration (GSA) System for Award Management (SAM) and since 2001 has had the pleasure of providing continuous quality IT professional services to the GSA Office of the Chief Information Officer (OCIO) / Office of the Chief Financial Officer (OCFO) organizations. HTI has completed the second of two Technical IT professional services Blanket Purchase Agreements it has been awarded at GSA, with Task Orders on HTI’s latest five year award valued at over $21 million. 

HTI has successfully demonstrated its ability to support GSA in the following mission areas:

  • Agency Tools and Services – HTI has successfully implemented and/or maintained a variety of agency application systems including Visual Imaging Tracking and Processing (VITAP), FedPay, e-Payroll, Electronic Time and Attendance System (ETAMS), web Payroll Account Code Changes (WEBPACC), Child Care Subsidy (CCS), various Billing and Accounts Receivable (BAAR) and Pegasys functions, BASICS, HR Shared Leave, and others. HTI consistently met target milestones and deadlines to deliver these products and services, while also working successfully with remote employees thanks to the use of the right software and tools online. For many of these products and services, HTI worked with the government to employ Agile best practices, delivering software incrementally and iteratively while preserving the GSA’s software development life cycle (SDLC), but delivering customer value early and often.
  • Citizen Facing Tools and Services – The Child Care Subsidy (CCS) Information Portal is an example of a citizen facing tool developed jointly by HTI and GSA. HTI designed the pages on this site utilizing responsive web design techniques, an approach supporting a single code base but allowing citizens to view the content seamlessly independent of the size of the device they are using. HTI selected the Drupal content management system (CMS) to manage the content on this site in order to quickly respond to changes in OCFO client programs.
  • Support for memos and letters issued by the Executive Office of the President – HTI assisted the government in successfully implementing SecureAuth in ALOHA, the first OCFO application to perform authentication using Homeland Security Presidential Directive 12 (HSPD-12) Personal Identity Verification (PIV) cards in support of the HSPD-12 “Policy for a Common Identification for Federal Employees and Contractors” directive signed by President George W. Bush on August 27th, 2004.
  • Support for e-Government Initiatives – HTI played a major role in GSA’s participation of the Office of Personnel and Management’s e-Payroll Initiative, providing project management services for supporting various GSA activities related to OMB’s e-Payroll Initiative. HTI was instrumental in modernizing, consolidating, and decommissioning applications in the Region 7 (Fort Worth, TX) Finance portfolio, resulting in more robust application operating environments, applications using supported technologies, consolidating applications and eliminating redundancy, and cost savings to the government. As part of OCIO, HTI has teamed with OCFO, Pubic Buildings Service (PBS), Federal Acquisition Service (FAS) and other staff offices to leverage existing GSA process and product assets in development of Authorized Leave and Overtime Help Application (ALOHA) and the GSA enterprise National Staffing Application (NSA).

With HTI’s General Services Administration (GSA) Federal Supply Service Multiple Award Schedule contract (47QTCA21D001N), government agencies can purchase information technology services at established prices. With a GSA Schedule, the Government has already negotiated labor rates and terms and conditions, so the lead-time required to obtain services and products is dramatically reduced. HTI is also a Blanket Purchase Agreement holder with the General Services Administration – Office of the Chief Information Officer.

As a contractor to federal government clients, HTI addresses compliance with Section 508 of the Rehabilitation Act of 1973, 29 U.S.C. 794d, as amended, requirements on an individual contract, delivery order, purchase order, or blanket purchase order basis by adhering to the client’s desire, formal requirements, or methodology, as transmitted and agreed upon at the time of engagement.
